MEDIA NOTICE OF INTENTION TO REVIEW THE CENTRAL KAROO SPATIAL DEVELOPMENT FRAMEWORK

Notice is hereby given in terms of sections 28(3) and 29 of the Municipal Systems Act, 2000 (Act 32 of 2000), section 20 of the Spatial Planning and Land Use Management Act, 2013 (Act 16 of 2013), and section 11 of the Western Cape Land Use Planning Act, 2014 (Act 13 of 2014) that the Central Karoo District Municipality intends to review its 2013 Municipal Spatial Development Framework (MSDF) as per the requirements relating to both content and process as prescribed by the above-mentioned legislation.

It is critical to note that Section 12(5) and (6) of SPLUMA states that:

12(5) A municipal spatial development framework must assist in integrating, coordinating, aligning and expressing development policies and plans emanating from the various sectors of the spheres of government as they apply within the municipal area.

12(6) Spatial development frameworks must outline specific arrangements for prioritising, mobilising, sequencing and implementing public and private infrastructural and land development investment in the priority spatial structuring areas identified in spatial development frameworks.

The Central Karoo District MSDF is a long-term forward planning document which spatially indicates the long-term growth and development path of the Municipality. It coordinates the spatial implications of the various strategic sector plans of the Municipality and of the various Local Municipalities within the District (Laingsburg, Prince Albert, and Beaufort West) and ensures integrated development planning for the district as a whole, coordinating and building the capacity of the local municipalities within the District to perform their functions and exercise their powers where such capacity is lacking. The MSDF will form a core component of the Municipal IDP and gives physical effect to the vision, goals, and objectives of the District IDP. Once completed, the reviewed MSDF will be approved in terms of the Municipal Systems Act 2000 (Act 32 of 2000) and will serve as a guide to decision making in development and land use planning.

An Intergovernmental Steering Committee (ISC) and Project Committee have been established as prescribed in terms of Section 11(a) of the Land Use Planning Act, 2014 (Act 13 of 2014). The committees will, amongst other things, oversee the development of the Central Karoo District MSDF review. The Project Committee will draft a reviewed Status Quo Report, which will be presented to the ISC for comment and the Council for adoption. Subsequently, the draft MSDF will then be compiled by the Project Committee and presented to the ISC for comment. The draft MSDF will then be advertised for public input during a public participation process, after which the Project Committee will consider all comments and representations received during the public participation process and submit a revised MSDF document to the ISC for comment. The revised final draft of the Central Karoo District MSDF will then be submitted to the Council for approval and adoption. Should the adopted SDF be materially different to the initial version that was published for comment, it will be re-advertised. Once re-advertised and subsequently adopted by Council, a notice will be published in the Provincial Gazette and media to inform the public of the adopted Central Karoo District MSDF.
